InvalidSessionToken when switching over after Controller restart

Current Situation

• Controller instance C1 and Controller instance C2 are clustered and coupled.
• C1 is the active Controller instance, C2 is the standby Controller instance.
• When shutting down C2 and starting C2 again, then the Controller instances will couple.
• In this situation a switch-over from C1 to C2 is not possible. A message "BadRequestError: InvalidSessionToken: Invalid session token." is raised in JOC Cockpit's joc.log.

Desired Behavior

Switch-over should work after restart of the standby Controller instance.

Maintainer Note

• The indicated problem occurs infrequently.
• Feature JOC-1814 brings automated and manual restart of the Proxy Service in JOC Cockpit that holds the connection to Controller instances.
• This issue is considered begin resolved by implicit restarts of the Proxy Service.
