After FileWatch deletion, finished orders may not be deletable

    Description

      Current situation

      • When a FileWatch is deleted while some of its orders still exist, these orders may (in seemingly rare cases) not be deletable when finished.
      • JS-2159 was an incomplete solution to this problem.
