Performance improvements

Current Situation
the changes described with the issues JS-1251 and JS-1221 have slowed down JobScheduler execution, this was the case when several tasks have been waiting for an order.

Desired Behaiviour
The current behaiviour will be remedied.

Tests
Test JS-1738-test.zip

• Jobs total: 120
  • 90 - standalone Jobs
  • 10 - order jobs without min_tasks
    • + 10 *.order.xml without runtime
  • 18 - order jobs with min_tasks=1
  • 2 - jobs the test job chain
• Test job chain with 4 steps:
  • file_order_source
  • test_quick - Java job with 30 API calls
  • test_slow - Java job with 3000 API calls
  • file_order_sink (remove file)

Order execution duration for the 3 files at the same time:

  • 9s, 15s, 20s
