First node of a job chain triggered by file orders should not be executed when set to be skipped

    Description

      Current Behavior

      • Though the first node of a job chain that is triggered by file orders is set to be skipped, the job chain starts immediately after an incoming file is detected.

      Desired Behavior

      • The first job node should not be executed if set to be skipped.
