Description
Current Situation
If a job cannot be started due to licensing problems
- no task appears
- an email is sent with the licensing error
If JobScheduler is run without email notification the reason why the job wasn't started is hard to find.
Desired Behaviour
If a job cannot be started due to licensing problems
- no task appears
- an email is sent with the licensing error
- the job's state text also shows the licensing error
