Uncouple the 'Add child Remove' bar from the rest of the right hand panel

Usability Improvement
Suggest that the 'Add child Remove' bar at the top of the right hand panel of the editor is uncoupled from the rest of the panel so that it is not scrolled out of the way for longer pages such as 'Polling'.

Implemented Behavior
The "Add Child" and "Remove" is removed from the right panel
