"Edit Agent Cluster" option should work with Process Class

Current situation
The "Edit agent cluster" option is not available in the JOC-Cockpit when the Process Class creates with the URL only.

For e.g. the process class contains a single Agent then the corresponding *.process_class.xml file looks like this:

<process_class  max_processes="10" remote_scheduler="http://localhost:4445"/>

Desired Behavior
The "Edit Agent Cluster" option should accessible with the single Agent process class.
