Add an editor for process class references to JOC Cockpit

Current Situation

• Jobs and job chains contain references to process classes.
• Modifying such references requires use of the JOE job editor.

Desired Behavior

• Users would like to modify process class references in jobs and job chains directly with the JOC Cockpit.
• The functionality enhances what is available from the JOE job editor:
  • A pop window presents the list of process classes from a folder structure.
  • Users can select a process class or deselect use of a process class.
• The editor includes CRUD functions to add, update and remove process class references.
• Permissions should be in place to allow access to the operation to modify process class references.
