Releasing schedules should re-create orders accurately

Current Situation

A schedule S1 is assigned the workflow W1
S1 is assigned a run-time

• Repeat every 3 Minutes 18:00-20:00

S1 is configured with

• Plan Orders automatically: Yes
• Submit Orders to Controller when planned: Yes

When releasing S1 the daily plan is updated with one submitted order that holds the cycling orders

When releasing S1 again without any changes then all submitted orders are removed from the daily plan.

Note: This does not happen with single start run-times. This also does not happen when the repeat interval is longer (e.g. 30 minutes).

Desired Behavior

Releasing a schedule should always create the daily plan according to the run-time configuration.
