The JITL job JobSchedulerCheckRunHistory should not consider running jobs for the last successful run

Current Situation
The job JobSchedulerCheckRunHistory takes tasks that are currently running into consideration for the decision if a job did run successful for the last x hours.

Desired Behaviour
As it is not decided if a currently running job will end successfully the job JobSchedulerCheckRunHistory should only look for jobs that have terminated.
