check_steady_state_for_files doesn't work

The parameter "check_steady_state_for_files" is ignored.
Only the parameter "CheckSteadyStateForFiles" has an effect.
An alias should be created.

However, if "CheckSteadyStateForFiles"="true" then I see in the log

DEBUG [main] (SOSDataExchangeEngine.java:641) - checking file(s) for steady state

but nevertheless a transfer is started which reports an error
