Windows service of an Agent or Controller will not stop if the termination request arrives too soon after start of service

Current Situation

If users try to stop the Windows service of an Agent or Controller quite soon (<~5s) after the start of the service then this will not work.
In this case users have to repeat the stop command from the command prompt using the Agent's/Controller's instance start script.

Desired Behavior

The Windows service of an Agent or Controller should be properly terminate at any time.
