Setups should find a user provided JDBC driver for MSSQL server

Current Situation
if you add a JDBC driver for MSSQL server then you get the following error when the installer tries to create/update the databse tables.

java.lang.ClassNotFoundException: com.microsoft.sqlserver.jdbc.SQLServerDriver

If you use the jTDS driver for MSSQL server which is provided by the setup then all works fine.

WORKAROUND
call the following script after the installation.

> .\install\scheduler_install_tables.cmd

Desired Situation
The installer should find the JDBC driver which is provided by the customer.
