Provide portable JOE download for Windows 64bit and 32bit versions

Current Situation

• Some users operate IT environments that do not allow installation of JOE in a Windows environment to end users (missing permissions to install software to C:\Program Files
• Such users are forced to deploy JOE with more complex deployment tools, e.g. SCCM.

Desired Feature

• JOE should be available as portable version that can be download to any location in the file system and can be executed without the need for an installation.
• No configuration steps should be required, however, manual configuration should be possible by use of JOE configuration files
