JobScheduler should log SCHEDULER-478 only one time if it is not possible to write to a temporary file

If the tempoarary file for rederecting the 'stdout' channel is not present, JobScheduler logs message SCHEDULER-478 any time when it tries to write to the file.

The message should log only one time per file.
