Adjust ManagedStarterJob for job documentations

Managed Starter Job

• checks if a job documentation exists in the database and copies the documentation to disk (location ./jobs) if it does not exist

• this job compares the modification date in the database to that of a job documentation file on disk. Should the database modification date be smaller then the file on disk will be updated.
