Scheduler Editor should not use $SCHEDULER_HOME when completing the filename of a basefile

Scheduler Editor uses $SCHEDULER_HOME/config as directory looking for basefiles. This is not the right directory because it is possible to edit configuration files in any directory. It would be better to use the current working directory instead.
