Do not show "Run Executable" tab unless a "process file" element is already configured in xml

The element <process file=""> in job xml is considered deprecated.
To prevent users from using this element, the "Run Executable" tab should not be shown in Job Editor.
Only if an existing xml configuration file that has <process file=""> is opened, Job Editor should show the tab.
