Enqueued tasks are not executed by a backup scheduler after failover

to reproduce:

• Start Scheduler cluster
• enqueue a task (start task at now+3000)
• Shutdown the primary Job Scheduler

When the backup Job Scheduler takes over, it will not have the enqueued task.
