period doesn't work in weekdays/day element of order job

An order job has the following run_time:
<run_time>
<weekdays>
<day day="1 2 3 4 5">
<period begin="13:39"
end="20:00"/>
</day>
</weekdays>

<holidays/>
</run_time>

• On Monday 13:38 an order was started
• Order remains in order queue, job state is "pending (not in period)"
• At 13:39, job state changes to "pending", but the order isn't started
