Separate Permission for Bulk Suspend/Resume Operations

Current Situation

The permission sos:products:controller:orders:suspend_resume currently controls both:

• Individual workflow/order suspend and resume actions
• Bulk operations such as "Suspend All" and "Resume All"

Because of this, it is not possible to restrict bulk operations without also restricting individual workflow actions.

Desired Behavior

A separate permission should be provided to control bulk operations. This will allow restricting "Suspend All" / "Resume All" while still allowing individual workflow suspend/resume actions.
