Process limits per Subagent and Subagent Bundle/Cluster

Current Situation

• The metrics-based Subagent Cluster considers the priority of Subagent selection for execution of next tasks.
• This does not prevent simultaneous job starts, for example if a number of branches in a Fork Instruction start jobs assigned the same Subagent Cluster.

Desired Behavior

• The Director Agent considers simultaneous job starts in a Subagent Cluster.
• Due to highly parallel job starts, the Director Agent should not wait for Subagents reporting running tasks, but should take into consideration the number of jobs that it started with Subagents in order to comply with limits configured with the Subagent Cluster's priority.
