Shutdown command for active Director Agent should not cause fail-over

Current Situation

If an active Director Agent is stopped using the  {"Shutdown"}  command then this results in fail-over.
The behavior is different from stopping an active Controller instance with the similar command.

Desired Behavior

The behavior for Director Agents should be the same as for a Controller Cluster:

• the {"Shutdown"} command will not cause fail-over
• the {"EmergencyStop"} command will cause fail-over
