Cycle Instruction considers the workflow's time zone

Current Situation

• The Cycle Instruction in a workflow makes use of the Daily Plan's time zone to calculate effective start times and end times for periods in cycles.
• The Job Instructions knows about Admission Times that are calculated based on the workflow's time zone.
• Users might consider the different sources of time zones being confusing.

Desired Situation

• The Cycle Instruction should make use of the workflow's time zone similarly to the Job Instruction's Admission Times.

Delimitation

• The Daily Plan's time zone is exclusively used to determine the Order ID when adding orders. In this situation the Controller requires a time zone to decide about the daily plan date to which the order will be added (the daily plan date is the first part of an Order ID as in #2023-06-26#...)
