Issue
ResetAgent command fails when Orders are in state BetweenCycles (Cycle instruction waiting for the next cycle), returning an error like this (wrapped lines):
ResetAgent(Agent:AGENT,true) rejected: Event 'Order:ORDER <-: OrderFailed(0,None)' cannot be applied to 'ControllerState': InapplicableOrderEvent: Inapplicable event 'OrderFailed(0,None)' for Order 'ORDER' at position 'WORKFLOW:0' in state 'BetweenCycles', at Controller
