Try Instruction should suspend orders if in stopped state

Current Situation

• Users can set a Try-Catch Instruction in a workflow to the stopped state.
• The Try-Catch Instruction ignores the stopped state and allows orders to continue.

Desired Behavior

• A Try-Catch Instruction in the stopped state should suspend orders.
