Orders should be able to leave a Lock Instruction from a later position in the instruction block

Current Situation

• If an order leaves a Lock Instruction from a later position within the instruction block then
  • a broken order state will be caused,
  • Controller and Agent will crash.
• This situation occurs with orders that fail, that are cancelled or that meet a Finish Instruction within a Lock Instruction.

Desired Behavior

• It should be possible to make an order leave a Lock Instruction from any position within the instruction block.
