Job Streams should not raise NullPointerExceptions in the periodic check of the job stream status

Current Situation

• Sporadically issues occur with Job Streams that cause the JobScheduler Master to crash.
• This happens when a larger number of threads is created.
• This issue occurs infrequently.

Desired Behavior

• The number of timers to check the job stream status is limit to 1.
