Read signing certificates on change of directory for trusted certificates

Current Situation

• The Controller and Agent read signing certificates that are used to verify a signed workflow from a directory on start-up.
• Changes to this directory are not considered when the Controller and Agent are up and running.

Desired Behavior

• The Controller and Agent should watch the directory for changes and should reload signing certificates.
