Read TLS keys and certificates on change of Keystore and Truststore files

Current Situation

• Changes to Keystore and Truststore files are considered when starting the Controller and Agent.
• Changes are not considered when the Controller and Agent are up and running.

Desired Behavior

• Changes to the Keystore and Truststore are detected by the Controller and Agent (file watching).
• Such changes cannot be immediately applied as there are incoming connections from JOC Cockpit and outgoing connections to Agents.
• A mechanism is required to use updated keys and certificates that considers current connections.
