Enable workflows to be suspended/resumed

Current Situation

• JS1 offers to stop a job chain, i.e. to queue any orders submitted for the job chain. When the job chain is unstopped then queued orders will start.
• JS7 does not offer a similar feature.

Desired Behavior

• Users of JS7 want to suspend a workflow similar to stopping a job chain in JS1. Any orders that reach their scheduled date will be queued and will start when the workflow is continued.
• Suspending and resuming affects orders running in a workflow:
  • Suspend: running orders complete the current workflow instruction and enter a sleep state.
  • Resume: sleeping orders continue processing with the next workflow instruction.
• This feature includes two commands to suspend and to continue a workflow that are available from the GUI.
