Skipping jobs in a job stream slows down job stream execution

Current Situation

When skipping a job in a job stream and the skipped job makes use of a "delete_command" in its Out Condition then the job stream plugin slows down. A delay of 2 minutes per job can be observed.

Desired Behavior

Skipping a job in a job stream should not slow down execution.

To install the patch download the file to $scheduler_home/lib/patches and restart JobScheduler Master.
