Web service to move files and folders in the ./live directory

Current Situation

• With JS-1858 we have web services to read, write and delete files and folders in the ./live directory.
• If a single file should be moved then a 'delete' and a 'write' has to be called which is not yet that complicated
• If a folder should be moved it becomes more complicated and inefficient

Desired Behavior

• A new web service should make it possible to move arbitrary files/folders in the ./live directory

Maintainer Note

• This feature is dismissed as a feature-complete implementation is out of scope.
• Basically the feature requests JS-1876, JS-1858 and JOC-852 are related. 
• The risks of modifying the 1.13 code base in this scope are considered too high.
• Instead, the functionality to operate on folders and to use object references in the job inventory as requested from the indicated issues is available with JS7 branch 2.0
