Update Joda Time 2.9.9 with current timezones (2019)

Current Situation

• With JS-1756 the timezone database for Joda Time was last updated almost 2 years ago
• The timezone database is outdated by now

Desired Behaviour

• The Joda Time jar file should be updated (from the same version) with the most recent timezones (2019).

Workaround

• A patch can be downloaded: http://download.sos-berlin.com/patches/joda-time-2.9.9.jar
  • Stop the JobScheduler Master/Agent 
  • Copy the file into the ./lib/3rd-party directory and overwrite an existing file with the same name
  • Start the JobScheduler Master/Agent
