Internal scheduler_file_order_sink job should not stop in case of error

Current Situation

• There seem to be conditions when the scheduler_file_order_sink_job is stopped
• This results in the fact that no files will be removed or moved by this job.

Desired Behavior

• The job should never be stopped independently of any error occuring with individual files.
