Agent (Running jobs as a different user) - retrieving the environment variables for the target user

Current Situation

• Agent Account is not an Administrator
  • the WINDOWS-5 (CreateEnvironmentBlock) Access is denied exception can occur, If at the same time of process 'start' for the target user the target user is also logged in on the same machine that the Agent is operating (the target user could be logged in for an interactive session or as a Windows service)

Desired Behavior
The job execution for the target user should be independently from target user loggin
