Web services for Process Classes in JOC Cockpit

Current Situation

• Users can retrieve information about all process classes with a <show_state .../> command but the response is too large. Either you receive all jobs in addition to the process classes (<show_state/>) or you receive all folders (<show_state subsystems="process_class folder" what="folders"/>) in addition.
• Furthermore, the remote_schedulers element is not included.

Desired Behavior

• A new web service should return all process classes incl. agentUris
