JobScheduler should provide job and task_id in event.xml when sending e-mail

Current situation
When a job runs longer than the time, that is defined by the attribute warn_if_longer_than a email is send. The email contains an event.xml which will be handled by an xslt stylesheet to create the emais subject and body. In the event.xml there is no assignment to the job that has created the mail. Also the JobSchedulers message for the reason of the message is missing.
Desired behaviour
In the event.xml the attribut job= should be provided. Also the message SCHEDULER-712 Task runs longer than the expected duration of 00:00:10 is provided in the xml.
