When a global monitor is in the cache folder and in the live folder then it should be added just once

Description
When a monitor coniguration file is in the live folder and also in the cache folder of a JobScheduler instance that is assigned to a supervisor, the monitor will be added twice
Desired behaviour
The monitor.use should only be adde one time.
