Conversion of all Windows start scripts and event script to PowerShell

Feature

• Conversion of all Windows shell scripts to PowerShell. This includes:
  • bin/jobscheduler.cmd
  • bin/jobscheduler_events.cmd
  • bin/jobeditor.cmd
  • bin/dashboard.cmd
• Improved explanations on the usage of command switches.
• The technical functionality of the scripts remains unchanged.
• Support for PowerShell starting from version 2.

• The PowerShell Command Line Interface is available from GitHub at https://github.com/sos-berlin/scheduler-cli-powershell
• The CLI is provided in parallel to existing JobScheduler Windows start scripts for the next few releases.
