<include> retains original xml file content, only respecting the XML encoding

With v1.7 JS-1049, an <include> pointing to an xml file removes the prolog.

This fix lets <include> retain the original content, only respecting the encoding of the XML document.

When the XML file has a prolog with denoted encoding, this remains though meaningless.
