Two JobScheduler Instances in a linux environment with -distributed-orders
Description
To reproduce the error
-setup two JobScheduler instances in a linux environment
-define a job chain with at least two nodes
-skip the first node
-check whether all instances have the node skipped
-add an order to the job chain
Now you will see that the first node have been executed although the node is skipped.
This issue only happens with the first node.
