Orders cannot be changed after they had run and a new next start time has been calculated

When changing an order JOC shows the message "Replacement standing by". The change becomes not active. Even after restarting JobScheduler, the change is not active. To make the change effective, it is neccessary to delete the corresponding entry in the table SCHEDULER_ORDERS.
