Commands for stop/skip job chain nodes in distributed job chains should have effect for all JobScheduler in a "distributed orders" cluster

If you skip or stop a job chain node in a distributed job chain then the node has to be skipped or stopped for all JobScheduler in the "Distributed-Orders" cluster.
