Event handler actions.xml file in JOE "save file" option is disable

When User opens event handler xml file i.e. myevent.actions.xml file in JOE, the "save file" option is disable.
Also when user try to use File --> save/save as function, there is no response from JOE.

• But when user switch between tabs , save option is enabled
• or when user close the tab
• or when user exit the JOE

Please use attached xml file to reproduce the problem
