Parameters with UTF-8 encoding should be supported

Desired Behavior

• JOE should read and write XML configuration files with UTF-8 encoding.
• This includes the use of the complete set of UTF-8 encoded characters.

Maintainer Notes

• This feature is dropped as the JOE will move to the JOC Cockpit with the next release 1.12
• Development for the classic JOE is discontinued.
