Warning message 'Lock Object is currently being used' even when lock is not in use

Current Situation
If a Lock is not in use and is edited the Warning Message 'Lock Object is currently being used' is shown when clicking the Apply Lock Button.

Desired Behavior
The Warning Message should only be shown if the Lock is in use.
