It should be possible to set max_orders=0 in job chain configurations

Current situation
In JOE the value for max_orders is initialized with 0. JOE handles this value like empty.
Desired behaviour
JOE should init the value with "".
JOE should take the value into the attributes value for max_orders.
Even the value 0 should be taken into consideration.
