When setting up a run-time with JOC Cockpit the profiles default time zone should be used

Current Behavior

When setting up a run-time for jobs, orders or job streams, the time zone can be empty.

Desired Behavior

When setting up a run-time for jobs, orders or job streams, the time zone selector should be initialized with the profiles default time zone if the time zone is empty.
