Action menus should be fully expanded

Current Situation

• The action menu does not show all the options when the screen size is small.
• This happens e.g. if an action menu opens to the top of the screen and there is not enough space left.

Desired Behavior

• The action menu should always be fully expanded and should display all options.
• Possible solutions include
  • to introduce a scrollbar 
  • to move the position of the action menu in a way that it corresponds to the screen
    • if an action menu opens to the top and there is not enough space left then the action menu position should be moved towards the bottom of the screen until there is enough space between its position and the top of the screen to display all options.
    • similarly if an action menu opens to the bottom it should calculate the required space and move its position towards the top of the screen until there is enough space to display all options in the remaining space until the bottom of the screen.
    • the same applies accordingly to screen limits left and right to an action menu.
